The undoubted highlight of 2012 was the signing of the Framework Agreement on the Bangsamoro (FAB) at Malacanang Palace on October 2015. By laying out a process for a final peace agreement with the Moro Islamic Liberation Front (MILF), the FAB carries the potential to significantly improve security conditions and hopefully deliver on aspirations for genuine autonomy and better governance. For the Mindanao Trust Fund (MTF), the Framework Agreement has provided fresh energy, given one of the central functions of the MTF is to help prepare MILF-affiliated institutions for a role in government in a post-peace agreement scenario. Through 2012, the program has been preparing for this moment. The main thrust of MTF programming this year has been support to increase professionalism within the Bangsamoro Development Agency, the development arm of the MILF. This has included a dedicated capacity-building plan, more rigorous site selection procedures based on empirical, objective evidence and improved recruitment practices to bring more qualified human resources into the ranks of the BDA. During 2012, the program also expanded beyond a pure focus on community-driven development by approving a new community enterprise program, partnering with the International Labour Organization.
